National Student Financial Aid Scheme (NSFAS) Investigation

Proclamation No: R88 of 2022

Welcome to the National Student Financial Aid Scheme (NSFAS) investigation microsite, a central information hub for our NSFAS investigation.

In August 2022, President Cyril Ramaphosa authorised the SIU to investigate allegations of corruption and maladministration in NSFAS’s operations and to recover any financial losses suffered by the State due to corruption and negligence under Proclamation R.88 of 2022.

The SIU’s maladministration probe at NSFAS focuses on two aspects of the organisation. The first part will investigate the management of NSFAS’s finances. In contrast, the second part will centre on allocating loans, bursaries, and other funding payable to students by the provisions of the National Student Financial Aid Scheme Act, 1999, Act No. 56 of 1999.

Additionally, the SIU investigation delves into unauthorised, irregular, fruitless, and wasteful expenditures incurred by NSFAS or the State, including the causes of maladministration. The SIU is also looking into any unlawful or improper conduct by NSFAS employees or officials, service providers, their employees, or any other person or entity.

The proclamation covers allegations of unlawful and improper conduct that occurred between 1 April 2016 and 26 August 2022, the date of the publication of the Proclamation, or before 1 April 2016 and after the date of this Proclamation that is relevant to, connected with, or incidental to the matters or involves the same persons, entities, or contracts being investigated.
